Position Purpose:
Under the direct supervision of the Maintenance Manager, the incumbent will assist in managing the day to day work maintenance and asset management activities, including but not limited to the following:
- Oversee the corrective, preventive and predictive maintenance of mechanical, electrical, and instrumentation equipment.
- Lead and direct the integrated maintenance and repair operations for the facilities and equipment for the South Fulton County Sewer System (Camp Creek WRF, Little Bear WRF, 18 Sewer Lift Stations).
- Ensure the timely, accurate and cost effective delivery of maintenance services including: planned system overhauls, and renewal, replacement, and on-demand corrective repair services.
- Serve as project manager for Capital Maintenance Events.
- Provide input into the design and implementation of equipment repair and replacement solutions using the services of technical company personnel, outside consultants, and contractors.
Primary Duties/Responsibilities:
- Work with other plant departments, Engineering, and Contractors to coordinate projects.
- Provide leadership and direction to crews and monitor all facets of equipment maintenance.
- Direct performance of in-house workforce; responsible for performance management and ensuring adherence to Company and industry standards and compliance with federal, state and local laws, regulations, and guidelines.
- Administer and develop service contracts to ensure compliance with job specifications and adherence to unit cost agreements.
- Oversee staff training and recruitment to ensure that the workforce is capable of operating and maintaining the building support systems and state-of-the-art wastewater treatment processes.
- Monitor annual operating budgets and provide fiscal direction to the department.
- Interact with project administrators, managers, and other customers; advise and counsel customers on products and services to enhance operating performance and customer satisfaction.
- Direct the implementation of shop-specific safety training programs and assure workforce compliance with OSHA job safety requirements.
- Direct a comprehensive system-wide facilities preventative and predictive maintenance program.
- Develop and implement policies and procedures that support the pursuit of department strategic goals and objectives that are consistent with overall policies and ensure efficient and safe operation of the unit.
- Ensure development and implementation of comprehensive overhaul programs for key treatment process equipment to minimize downtime and optimize potential for completion of maintenance activities during unplanned outages.
- Ensure that the CMMS functions effectively and provide work order processing, planning, and scheduling, spare parts/inventory management, monitoring and reporting for key performance indicators such as mean time between failure, equipment availability, workforce utilization, cost, turnaround time, backlog level, and aging to support the predictive, preventative, and on-demand repair programs.
- Establish and direct annual maintenance programs, including off-season testing/overhaul of HVAC systems and associated control systems, as well as seasonal start-up and shutdown.
- Conduct maintainability reviews of new construction design documents ensuring compliance with published standards; ensure reasonable repair and overall access to building and mechanical systems.
- Continuously survey and assess internal customer satisfaction with on-demand facility repair services; identify shortcomings in responsiveness, quality of repairs, and customer communications; take prompt, positive action to maintain high levels of customer service.
- Facilitate the analysis of trends in large-scale maintenance and renewal programs; translate negative trends to annual renewal and capital proposals.
- Manage personnel to operate all Sewer Lift Stations throughout the Sewer System.
- Participate in the "Emergency on Call" rotation.
- Perform miscellaneous job-related duties as assigned.
Work Environment:
- Work is performed both inside and outside with exposure to all kinds of weather conditions.
- Employee may occasionally be exposed to some dirt, dust, fumes, smoke, gases, greases, oils, silica, electrical energy, solvents, vibrations, extreme temperatures, unpleasant odors, and/or loud noises.
- Work environment also involves some exposure to hazards or physical risks that require following basic safety precautions.
Qualifications
Education/Experience/Background:
- Bachelor's Degree in Engineering or related field is required or a combination of education and experience to meet the necessary skill level of the position.
- A minimum of ten (10) years managerial work experience directly related to the duties and responsibilities specified above.
- An extensive background in the maintenance of equipment similar to the equipment found within the treatment facilities.
- Experience with automated purchasing, maintenance systems, and project contract administration in the water/wastewater utilities industry is preferred.
Knowledge/Skills/Abilities:
- Proficient in personnel management and report writing.
- Familiarity and adherence to all environmental and safety compliance regulations.
- Strong working knowledge in the use of Computerized Maintenance Management System (CMMS), including experience in planning and scheduling work orders, tracking work orders status, tracking material and labor, and backlog management.
- Excellent proficiency in organizing resources and establishing priorities.
- Ability to effectively and efficiently handle multiple, simultaneous, complex tasks and projects, and perform under pressure and deadlines.
- Strong interpersonal skills and the ability to work effectively to foster a cooperative work environment with a wide range of constituencies including client, internal customers, the public, employees, etc.
- Ability to employ and interpret customer feedback instruments and resolve customer complaints and concerns.
- Must have employee development and performance management skills.
- Advanced verbal and written communications skills, and the ability to present effectively to small and large groups.
- Excellent knowledge of electrical, mechanical, instrumentation management principles methods and repair techniques.
- Ability to read and interpret schematics, drawings, and blueprints.
- Skills in examining and re-engineering operations and procedures, formulating policies, and developing and implementing new strategies and procedures.
- Knowledge of budgeting, cost estimating, and fiscal management principles and procedures.
- Proficient knowledge of Microsoft Office including Excel, Word, Outlook, and PowerPoint.
- Ability to develop, implement, and enforce safety programs and protocols.
- Knowledge and understanding of the design and implementation of equipment preventive and predictive maintenance programs.
- Ability to coordinate and/or supervise facility repair contractors and successfully integrate contract staff with in-house workforce.
- Ability to analyze and evaluate complex issues and develop creative, responsive solutions.
Required Certification/Licenses/Training:
- Valid GA driver's license is required and must meet risk management guidelines.
- Must hold or be working toward procession of a Georgia Wastewater Collection License.
