This position will have responsibility for Behavioral Health (BH) division-wide leadership of the Director's Office team in the annual planning process for supporting the division and all employees, including evaluating outcomes and processes, developing goals, monitoring progress, and making strategic changes. Provide leadership in facilitation, consensus-building, and collaboration on complex issues. Responsible for budgetary and financial management of the BH Director’s Office team; authorizes the redistribution of available resources of staff, budget, materials, etc. to meet changing program needs. Oversee and manage various communication channels, including the Behavioral Health Division intranet, updating printed materials, ensuring style guidelines are adhered to, and logo management. Develop and implement Project Management and Continuous Quality Improvement processes, managing requests and prioritizing projects, facilitating project planning, engaging stakeholders, and ensuring proper documentation and closeout.

As the Business Strategy Supervisor,other duties will include:

Administrative Leadership and Supervision

  • Manage project managers and administrative analysts leading the Behavioral Health Director's Office initiatives. 
  • Prioritize and assign work, develop procedures, establish schedules, and monitor work to meet goals.
  • Identify staff skills and goals; provide growth, development, and training opportunities aligned with the Division's mission.
  • Initiate personnel actions (promotions, transfers, disciplinary actions).
  • Develop internships/fellowships to recruit and train future behavioral health experts.
  • Lead the annual planning process, evaluate outcomes, develop goals, and monitor progress.
  • Facilitate consensus-building and collaboration on complex issues.
  • Identify, partner, and forge key strategic partnerships with diverse stakeholders.
  • Act as a liaison between entities, streamlining communication and increasing functionality.
  • Provide information and technical assistance to the public; respond to problems and questions.
  • Develop and coordinate an annual All Staff Meeting.
  • Foster relationships with other leaders and teams to support communication, trust, and collaboration.
  • Develop and oversee work procedures that align with County policy and the County's Workforce Equity Strategic Plan.
  • Ensure trauma-informed and culturally responsive practices are applied to impact programs, participants, and staff.

Communication/Correspondence Management

  • Oversee and manage various communication channels, including the Behavioral Health Division intranet, updating printed materials, ensuring style guidelines are adhered to, and logo management. 
  • Ensure communications about Division-wide projects are timely and accurate. 
  • Draft, manage and implement cross-divisional and departmental alignment for project communications. 
  • Lead efforts to field questions and requests, and manage regular BHD staff communications through newsletters and ad hoc emails. 
  • Ensure BH Director’s Office email box is being monitored by direct reports, and public requests are responded to in a timely manner. 
  • Responsible for overseeing and managing the Division-wide mail process, conducting monthly meetings with administrative staff assisting with mail throughout the Division; ensuring efficient and timely delivery of mail and packages. 
  • Responsible for developing and implementing policies and procedures related to mail handling and distribution, as well as staying up-to-date on industry best practices. 
  • Make effective and persuasive executive presentations in verbal and written form to department leadership, other managers and executives regarding systems' status and business/operational needs. 
  • Communicate complex concepts, operations processes and systems requirements in understandable, succinct summaries at the department and County level, as well as to other executives and staff at other partner agencies. 
  • Coordinate on and off-site community events, including cultural and networking opportunities for stakeholders and participants. 

Budget, Contracts and Grant Funds

  • Responsible for budgetary and financial management of the BH Director’s Office team; authorizes the redistribution of available resources of staff, budget, materials, etc. to meet changing program needs. 
  • Develop, administer, assist, and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources; identify, obtain, and manage funding from grants and community partners; participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure the timely submission of the department budget. 
  • Participate in the annual County budget process. 
  • Review and approve monthly budget reports and adjust staffing and costs to remain in budget. 
  • Track expenditures and revenue and assure that they are posting correctly. 
  • Control expenditure and revenue by prioritizing resource allocations. 
  • Approve and track expenditures and reconcile as needed. 
  • Develop plans for achieving program objectives and operational goals including developing program offers; support identification of priority grant and contract proposals, modify procedures and guidelines.

REQUIRED MINIMUM QUALIFICATIONS:

Education/Experience:

  • Equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience)
  • Must have at least two (2) years of supervisory/managementexperience in administrative and/or healthcaresettings.
