Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), HIV, STD, TB (HST) in Portland, Oregon, is offering a career opportunity for a CAREAssist Fiscal Operations Analyst. This role will serve as the primary fiscal analyst for the CAREAssist program.

This is a full-time, permanent, classified position and is represented by a union, SEIU Human Services.

What will you do?

As the CAREAssist Fiscal Operations Analyst, you will collaborate with program, other fiscal staff and the managers to develop, coordinate, analyze and manage budgets. You will also oversee fiscal operations and facilitate the awarding and monitoring of contracts. This role involves creating and using multiple internal and external fiscal management systems to ensure compliance with administrative and fiscal requirements. You will provide fiscal technical expertise to program staff, auditors and contractors. Additionally, the position requires staying informed about changes in program policies, data and information that may affect funding streams and financial forecasts. You will identify strengths and weaknesses in the section's fiscal operations, write program policy and procedures, prepare reports and fiscal presentations.

What we are looking for:
Minimum Qualifications:

  • Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
    OR
  • Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
    OR
  • Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Note:

  • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience.
  • A graduate-level degree in any of the above areas may substitute for four of the five years.

Desired Attributes:

  • Experience managing all phases of budget development including preparation, analysis, administration, modeling and forecasting.
  • Experience working with accounting systems and software. Experience processing and reconciling payments.
  • Experience querying complex databases to extract data needed to build financial reports and documentation.
  • Experience in MS Office, expert in MS Excel.
  • Experience communicating technical information verbally and visually to diverse audiences.
  • Experience developing/writing/implementing/monitoring/training on fiscal policies and procedures.
  • Experience utilizing program and vendor applications to forecast, monitor, and report on expenditures and revenue.
  • Strong analytical, computational, organizational skills, and systematic approaches to problem solving with consistent attention to detail.
  • Strong organizational skills, self-management, and ability to adhere to deadlines.
  • Experience making high level, sound, independent judgments in finance, providing excellent customer service, creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.


Working Conditions:
This position supports a public health program that provides direct client services to Oregonians. CAREAssist staff primarily work onsite. Up to 50% of the work of this position may be conducted remotely with full access to needed operating systems and technology after successful trial service completion. The Portland State Office Building is located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

  • The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS. If you are not yet PERS eligible, the 6.95% pay increase and employee contribution will be effective upon PERS eligibility.
