The Opportunity:

Overview

This is a Limited Duration Assignment that can last up to two years, but can end at any time.

The Joint Office of Homeless Services (JOHS) was established in 2016 to oversee the delivery of services to people experiencing homelessness in Multnomah County. The office represents a shared commitment between Multnomah County and the City of Portland to make it easier for those in need to access services and housing. The Joint Office’s work aligns directly with the County’s mission and vision to serve the needs of those who are most vulnerable by providing a safety net of quality services that are developed using an equity lens and a commitment to social justice.

The Joint Office is looking for an experienced and highly motivated Contracts and Procurement Supervisor to lead and manage all aspects of our contracting and procurement functions. In this key role, you will serve as the department's expert in the field, providing guidance, oversight, and innovative solutions to ensure efficient and compliant processes.

Key Responsibilities:

Lead and Mentor a Team:

  • Lead, mentor, and evaluate a diverse team of procurement professionals.
  • Foster a collaborative and high-performing work environment.
  • Oversee daily operations and workflow to ensure efficiency and effectiveness.

Contract Operations:

  • Manage the full lifecycle of contracts, from initiation and negotiation to renewal and closeout.
  • Develop and implement intergovernmental service agreements, grants, and other contracts.
  • Collaborate with stakeholders to minimize organizational risk and ensure compliance.
  • Analyze and improve contract processes to enhance efficiency and equity.

Procurement Operations:

  • Oversee the procurement process, including RFPs, RFPQs, and bid analysis.
  • Ensure compliance with applicable laws, regulations, and policies.
  • Develop and implement innovative procurement strategies to meet departmental needs.
  • Resolve procurement issues and disputes effectively.

To Qualify

Minimum Qualifications/Transferable Skills:

  • A Bachelor’s Degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position OR equivalent transferable skills and experience of 7-10 years.

However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.   • Advanced problem solving and analytical skills.

Additional Details 

Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is the Gladys McCoy Building located at 619 NW 6th Ave Portland, Oregon 97209.

Serving the Public, Even During Disasters

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
