What you will do!

In this role, assists with providing vendor and contract management and administration for the agency's major outsourced information technology systems through its primary vendor.This includes managing the vendor relationship, drafting, and coordinating review of amendments and change orders mission critical information technology systems. Review and analyze contractor reports to ensure the contractor is meeting contractual requirements.Review and approve proposed information technology system fixes by vendor.

Work with executives, system users to ensure business needs are being supported. Work with executives, business owners, business users on prioritization of information technology system enhancements with the terms and conditions of the contract with vendor.Maintain detailed working knowledge of contract content and requirements, including identification of relevant contract provisions and issue spotting. The focus of this position is on Provider Time Capture (PTC) contracts but will include other information technology contracts as well.

What we are looking for

MINIMUM QUALIFICATIONS:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Working Conditions

This position involves frequent contact with executives, management, and staff both internal and external to the organization.  It requires working with a variety of people and situations, which requires the incumbent to exercise diplomacy.  Confidentiality of information must be always maintained.  There can be frequent interruptions, demanding timeframes, and non-traditional working hours. 

The location of this position is in an office, cubicle and/or an agreed upon remote work environment with significant use of a computer and video conferencing. At times, while performing the duties of this job, you may be in an open landscape environment and may be exposed to the sounds and activity of those around you. These conditions may be in high traffic areas with moderate to loud noises.Travel to meetings may be required with some travel to trainings and conferences within the state of Oregon and outside of the state of Oregon.

SPECIAL SKILLS NEEDED FOR THIS POSITION:

This employee must be able to develop and maintain working relationships with OHA and ODHS internal and external stakeholders, including the Office of the State Chief Information Officer and Federal partners.The programs that this position works on are typically key to the Governor’s and the Agency Director’s top agenda items.These programs may carry political sensitivity both nationally and within the state.Failure will likely severely compromise Oregon’s efforts to address additional needs and gain Federal and State funding and support.

CANDIDATE MUST HAVE

Proficiency to mastery in oral and written communications

Strong analytical skills and business acumen

Ability to manage multiple priorities within tight deadlines and within budget

Additionally, experience in any or some of the following areas would be advantageous and helpful in this position:

Contract draft, review, and execution

Enterprise-wide transformational system implementation

Information Technology contract/vendor management in a government entity

Business process redesign and integration

Oregon Public Procurement Code

Information Technology contract management and administration experience with contracts of 1M or greater

Information Technology project contract experience utilizing system integrators; internal and external sources; QA partners various oversight groups

Information Technology professional services contract project management for infrastructure support, application support, software development, and/or maintenance and operations
