Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon State Public Health Laboratory (OSPHL) in Hillsboro, Oregon, has a career opportunity for a Senior Public Health Laboratory Informatics Analyst to provide subject matter expertise for data management and health care interoperability for the laboratory. OSPHL supports state and local infectious disease control efforts, screens newborns for heritable disorders detectable at birth, and assures the quality of testing in clinical and environmental laboratories.


The Oregon State Public Health Laboratory (OSPHL) has been actively protecting the public's health since 1903 by supporting state and local infectious disease control efforts, preventing metabolic disorders detectable at birth, and assuring the quality of testing in clinical and environmental laboratories.

This is a full-time, permanent, management service position and is not represented by a union.


What will you do?

As the Senior Public Health Laboratory Informatics Analyst, you will provide subject matter expertise for strategic decisions and consultations with OHA leadership, OSPHL leadership, state epidemiologists and clients (local public health authorities, hospitals, clinics, and medical providers) regarding laboratory data analysis and electronic exchange of laboratory test report data. You will expand electronic test orders and results (ETOR) and develop Fast Healthcare Interoperability Resources (FHIR) for increased efficiency and timeliness of Laboratory test ordering and resulting and data exchange. You will identify and conduct data system enhancements of laboratory information management systems to improve efficiencies. You will liaise with federal agencies regarding public health laboratory informatics and will represent the OSPHL on a national workgroup. In addition, you will develop policies and procedures for laboratory test reporting; update and incorporate new electronic messaging data standards and messaging to ensure compliance with federal and state laws; manage interoperability projects, mentor junior informatics team members, and support clients with electronic submission and reporting issues.


What we are looking for:
Minimum Qualifications:

A bachelor’s degree in public health, computer science or closely related field AND five (5) years of professional-level evaluative, analytical, and planning experience related to data analysis or electronic data exchange.

OR

Any combination of experience and education equivalent to eight (8) years of experience in data analysis, electronic data exchange or a related field.

Desired Attributes:

  • Master’s degree in public health, computer science, or related field with three years of experience in laboratory data interoperability is preferred.
  • Experience in project management, process improvement, resource allocation, strategic planning, and leadership.
  • Experience with healthcare electronic data exchange systems (e.g. HL7, FHIR), ETOR, data security, and messaging design and configurations.
  • Experience with public health systems and data; public health informatics; data collection and use methodologies; and data warehouse development.
  • Experience with electronic health records and Fast Healthcare Interoperability Resource (FHIR).
  • Knowledge of state and federal data exchange and data security regulations, including United States Core Data for Interoperability (USCDI), Trusted Exchange Framework and Common Agreement (TEFCA), and the 21st Century Cures Act.
  • Knowledge of public health data formatting and coding standards used for electronic laboratory reporting (ELR), including Health Level Seven (HL7), Systematized Nomenclature for Human and Veterinary Medicine (SNOMED), Logical Observation Identifiers Names and Codes (LOINC), and Fast Healthcare Interoperability Resource (FHIR).
  • Proficiency with the Rhapsody Integration Engine for Healthcare Interoperability.
  • Proficient in the following software applications and OS platforms, including RStudio, Microsoft Azure, Microsoft Visual Studio Code, Microsoft Power Platform, Unix / Linux, Tableau, file transfer protocol (FTP, sFTP), and Virtual Private Network (VPN).
  • Advanced user of Microsoft Windows. Experience creating macros and scheduling tasks.
  • Proficiency with Microsoft Office, PowerPoint, Word, Excel, and Visio.
  • Proficient in programming languages, such as Python, R, SQL, PowerShell, and Bash. 
  • Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.


Working Conditions:
This position may be conducted remotely with full access to needed operating systems and technology but will have routine work that needs to be conducted on-site and may require occasional travel across the state. The Oregon State Public Health Laboratory is located at 7202 NE Evergreen Pkwy Suite 100, Hillsboro, Oregon 97124.

  • The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS.
