Job Description:

The foundational funding and strategic premise of the BH Workforce unit was to co-create the program and policy infrastructure of the Behavioral Health Workforce Incentive (BHWI) Team which was created through House Bill 2949 (2021). BHWI is a transformative, community-led, and community-owned initiative to increase the recruitment and retention of providers in the behavioral health care workforce who are people of color, tribal members, or residents of rural areas in this state, in order to provide culturally responsive care for diverse communities.

The expressed intent of HB 2949 is to:

1. Ensure a more diverse behavioral health workforce in Oregon, and

2. Expand access to services for rural and other underserved communities.

In this position, you will provide behavioral health workforce expertise and policy guidance. You will advise on expanding the behavioral health workforce in an equitable manner, collaborate across OHA and with external partners, and identify evolving best practices and solutions to workforce issues. You will also engage with contracts and procurement processes, including contract management and provide policy support to workgroups associated with BHWI, as needed.

WHAT WE ARE LOOKING FOR:

Minimum Qualifications

Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work.

Example:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

Desired Attributes

  • Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities most harmed by social injustice and health inequities.
  • Experience with health care workforce policy, workforce recruitment and retention, and provider incentive programs.
  • Personal computer skills (Office Software such as: Microsoft Word; Excel, Visio, Microsoft Project, SharePoint, etc.).
  • Prefer experience and knowledge of Medicaid, Children’s Health Insurance Program, child and adult health care systems including behavioral health.
