The primary purpose of this position is to use the Avatar, Statewide Financial Management Application (SFMA), or other systems to perform Accounting and Trust Banking functions that support the operations of the Oregon State Hospital (OSH), a division of the Oregon Health Authority.
This Accounting Technician ensures compliance with authoritative requirements of OAM, CMS, GAAP, GASB, Agency, along with other citing’s and preforms financial transactions such as accounts payable, accounts receivable, contract payables, garnishments, cash receipting, account and systems reconciliations with the assistance of an Accountant. This position cross trains between the accounting and banking functions; Performs trust account banking services for over 500 patient accounts.
What will you do!
This position has contact with staff such as OSH administrative, clinical, Office of Financial Services, vendors, and other internal and external stakeholders. Contact may be in person, by phone, or Teams. Working conditions are working in an office space when providing trust banking or petty cash functions. There are frequent interruptions. The incumbent must be able to work independently and with little supervision.
Review, interpret and process multiple agencies accounts payable, financial contracts, pre- and post-audit billings, and payments. Reviews documentation to determine dollars owed to vendors, or that the state is eligible to receive. Interprets and applies State rules and regulation to customer accounts payables (AP) documentation.
Assist Trust Accounting Technician with entering new account setups, withdraws, transfers, and deposits into Avatar and QuickBooks. Coordinate with Salem and Junction City clinical staff, the transport of patient funds to and from units in a manner consistent with OAM and OSH cash control policies. Generate checks daily via QuickBooks and mail per patient requests. Maintain banking desk cash controls consistent with OAM and other authoritative policies and collaborates with the manager or lead to reconcile cash drawer over and shorts. Calculate cash drawer daily patient withdraws and generate daily replenishment checks.

Minimum Qualifications
Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits;
OR
One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2;
OR
At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.
Training or experience must include using a computer to enter, update, or retrieve information.
To receive credit for required courses, you may be requested to submit a photocopy of transcripts. Agencies may specify additional qualifications depending on the individual job requirements.
Requested Skills
Knowledge requested includes:
- Point of sale, cash handling, bank teller
- Use of SFMA, Quick Books, Avatar or other financial systems programs
- Microsoft Office, Intermediate Excel, Word, One Note
- Accounts payables, SPOTS card purchases, payroll, medical billing
- Knowledge of the Oregon Accounting Manual, Generally Accepted Accounting principles and other authoritative fiscal guidance.
