**This is an on-site position, located at 333 SW Park Ave, between SW Harvey Milk and Oak Streets-

Behavioral Health Resource Center.**

The Behavioral Health Resource Center (BHRC) is a multi-service County facility for persons with behavioral health and/or addiction challenges who are also experiencing houselessness. The Center includes a Day Center, Shelter, and Bridge Housing program. Programs are operated by contracted providers. 

This position will provide strategic direction by developing and/or recommending to management program goals and objectives, administering policies and procedures, evaluating and presenting data, providing onsite support and coordination, and facilitating community engagement with BHRC stakeholders. They will lead/manage and exercise quality control over workflows, procedures, billing/contracting practices. Lead in the development of interagency resources, materials, communication, organize, facilitate internal and external meetings and training. Serve as liaison and subject matter expert between various stakeholders to identify, address and resolve system barriers and challenges. Create a work culture of respect, trust and understanding for the highly diverse populations the Health Department serves in the office and in the community.

As the Program Specialist Senior other duties Include:

Continuous Quality Improvement

  • Research day programs and shelter services for best practices as related to safety and security for staff, contractors, clients and members of the public to develop policies, processes, etc. that align with Multnomah County and building ownership requirements
  • Lead in the collection of data from contracted providers and work to resolve gaps in data collection
  • Provide guidance and direction to the Program Manager and Senior Manager based on research regarding decisions around operations and coordination of the on-site programs, specifically with regards to safety and security that balance mental health and other service program provisions
  • Provide strategic leadership to design and develop reporting structures, taking into account and working to resolve gaps in data collection and integration
  • Assist program leadership in data informed program design, including applying leading with race and trauma informed values to address the needs of marginalized and vulnerable populations
  • Regularly review and update program policies and procedures to ensure they are fair, data-driven, clearly communicated in a variety of formats to meet client and public needs, and trauma and equity informed
  • Understand and articulate potential/actual impacts of program decisions and activities on and within the mental health and legal systems
  • Monitor and understand state statutes and mandates; monitor quality assurance, legal and funding requirements; define, develop and expand program goals and partnerships
  • Use quality improvement methods to address program concerns and suggest solutions, specifically in the areas of safety and security. Assist in audits with internal and external partners, contracted staff and agencies, and certifying bodies

Onsite Support and Coordination

  • Support contracted providers in updating and enforcing safety committee and Emergency Action Plan functions, requirements and decisions
  • Provide analysis and support to management in recommending and implementing building-wide policies, guidelines, and procedures
  • Conduct workflow analysis to identify areas of improvement, simplify redundant processes, and address quality assurance
  • Identify problems and formulate solutions independently or through consensus with providers, to include conflict resolution, respectful and documented warnings to clients or members of the public that display inappropriate or aggressive behavior, or other safety-based concerns or events 
  • Ensure that trauma-informed and culturally responsive practices are applied that impact program, participants and staff

Systems Engagement and Project Management

  • With or in place of the Program Manager, participate as designated spokesperson/subject matter expert with contractors, community members, county staff, and participants in the areas of safety and security of the facility or program
  • Receive requests from the media and work with county resources for media responses, as needed
  • Lead community engagement strategies and events to increase awareness of the BHRC programming and opportunities for community services
  • Create and nurture trusting relationships with community based organizations and neighboring businesses to execute sustainable and community-driven work
  • Develop meaningful partnerships with community groups to ensure that policy recommendations are responsive to community priorities
  • Provide technical assistance and consultation to other departments, the general public, and/or outside agencies; investigate complaints and recommend corrective actions as necessary
  • Lead project management to support events, initiatives, communication strategies, development of BHRC policies and procedures, train staff on BHRC processes, ensure BHRC signage is accessible in a variety of languages and formats

Meetings and Leadership

  • Participate and facilitate meetings within the Division, Department and with contracted providers to support BHRC programming
  • Participate in leadership with BHRC Manager demonstrating openness for feedback, guidance and collaboration
  • Provide coverage and backup for BHRC Manager when they are not available or based on division of meetings, tasks, projects, requests and/or needs 
  • Present at internal and external meetings, including to elected officials, state officials and County leadership
  • Hold staff/team meetings to inform on updates, training and policy needs, check for understanding and employee/contracted staff needs and suggestions, etc.

Required Minimum Qualifications/ Transferable Skills*:

Education/Training:Bachelor's degree from an accredited college or university with major course work in public administration, business, social science or a related field demonstrating the capacity for the required knowledge and skills to meet qualifications. Active Peer Support Specialist Certificationorability to Complete anOHA-Certified Peer Support specialist training programrequired by Oregon Administrative Rules(OARs), within 90 days of hire. Experience: Three (3) to six (6) yearsof experience that demonstrates the ability to perform the duties of the position.

Other:

  • Employment is contingent on passing a background investigation, which may include being fingerprinted

Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/ transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. 

  • Active Certification- Peer Support Specialist
  • Ability to provide strategic direction, program development/ improvement, policy analysis, or program compliance/monitoring and evaluation 
  • Experience with data collection, reporting, and analysis
  • Ability to lead community engagement initiatives, manage projects, develop and nurture partnerships
  • Comfortable presenting and facilitating meetings for diverse audiences
  • Leads with race through actions and advocacy with Community partners and across departments throughout the county
  • Knowledge of cultures, customs and social experiences of communities experiencing marginalization and barriers to services and opportunities
  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values

However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education.
