Introduction


Do you have professional experience in supervising research, data analysis or economics? If so, the Connecticut Department of Energy and Environmental Protection (DEEP), Bureau of Energy and Technology Policy (BETP), Office of Affordable Housing Energy Retrofits (AHER) has an opportunity open to Agency employees for a Research Analyst Supervisor!

This position is full time on first shift, 40 hours per week, with opportunities for hybrid work available.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In a state agency this class is accountable for supervising Research Analysts engaged in developing, implementing and conducting research projects.

EXAMPLES OF DUTIES


  • Schedules, assigns, oversees and reviews work of staff; 
  • Supervises development and implementation of research projects, analysis and evaluation of data and preparation of narrative and statistical reports; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans research work; 
  • Establishes and maintains research procedures; 
  • Develops or makes recommendations on development of research policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares special reports and correspondence; 
  • Speaks before groups of legislators, concerned citizens and other individuals regarding research; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY


  • Considerable knowledge of
    • relevant agency policies and procedures; 
    • research methods and techniques; 
    • principles, concepts and methods of statistical analysis;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Eight (8) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE


One (1) year of the General Experience must have been conducting research at the level of Associate Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED


  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS


  • Experience developing and implementing process improvements;
  • Experience implementing state or federal laws, regulations, and policies;
  • Experience with oral and written communications, both digitally and in person, with internal and external stakeholders including state and federal agencies;
  • Experience communicating with management regarding program priorities and recommendations;
  • Experience leading or supervising environmental or energy professionals;
  • Experience working with organizational leadership to write technical reports, white papers, position papers, policy papers, talking points, memos or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence;
  • Experience designing and conducting quantitative and qualitative analyses, and synthesizing results to develop recommendations for actionable use;
  • Experience working both independently and collaborating with staff to manage two or more energy projects simultaneously while adhering to deadlines;
  • Experience in one or more areas to support affordable housing energy retrofit initiatives: affordable housing development, energy policy or utility program implementation, renewable energy systems, energy efficiency measures, building decarbonization strategies, health and safety improvements, public health and wellness programs, climate change mitigation efforts, green job creation, engineering solutions, financial modeling and analysis, economics, urban planning, or environmental science'
  • Experience coordinating federal or state program applications, deployment, reporting and administration.
