Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD), Nutrition and Health Screening (WIC) Section is recruiting a WIC Public Health Educator (Public Health Educator 2) to serve as a lead in ensuring the development, implementation, and evaluation of the training program for local agency WIC staff. Uses public health education principles for assessing target audience, identifying objectives, and building training to meet objectives and competencies.  Provides expertise around eLearning and development of on-line training and project management.  Works closely with the WIC Training Coordinator as part of the State WIC Training Team and supports the State WIC Training Plan and training efforts.

As a Public Health Educator collaborates with WIC Nutrition Education Coordinator and other state WIC staff across teams to develop communications, education, and training materials for readability, health literacy, cultural appropriateness. Provides leadership in the development of health education-related program guidelines and processes and in the development, review, and selection of educational materials to assure quality, professional materials that support the program mission and needs of the target audience.  Promotes and supports the development of programs, services, and policies that support diversity, equity, and inclusion.

Location:

This position will be required to report to the designated work site for monthly in-person All Staff meetings, as safety allows.  A two-week advanced notice for these meetings will be given. Duties related to local agency biennial reviews will be conducted on site at the review location.  All other duties of this position may be conducted remotely or at the designated work site.

This position functions under a high degree of independence in the workplace. Additional assignments are made based on immediate need and usually involve analysis or developing a specific report under tight time frames.  Communicates with federal staff from USDA Western Region to respond to inquiries.  Provides technical assistance with local health agency staff to provide information and resolve issues. Occasional travel to local agencies, training sites, or meetings.   Travel may require overnight stay.   

Onsite work will need to be conducted at the central work location, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location may be reconsidered based on changing needs of the program.

WHAT WE ARE LOOKING FOR:

Minimum Qualifications

A Bachelor’s degree in a health or education related field AND three years of progressively responsible professional experience related to the series concept (e.g. public health, community health, mental health, or social work experience). 

OR

A Master’s degree in a health or education related field AND one year of public health, community health, mental health, or social work experience.

Desired Attributes

Experience in the following areas is desirable:

  • Experience in creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.
  • Experience in the WIC Program or in a similar public health service position. 
  • Experience developing training materials and curriculum based on adult learning theory. 
  • Experience developing eLearning training.
  • Lived or work experience with people from diverse cultures, languages, backgrounds, abilities, and economic challenges.
